1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (as amended) the use hereby permitted shall be a launderette only and shall be used for no other purpose(s) whatsoever including any other use in Class Sui Generis of the Order, unless otherwise agreed in writing by the Local Planning Authority. Reason:- To protect neighbouring amenity, to restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over any future use not forming part of this application.
4.The premises shall not be used for the purposes hereby permitted other than between the hours of 08:00 and 20:00 Monday to Saturday and 09:00 to 18:00 on Sundays and Bank or Public Holidays without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity.
5.Any plant, machinery or mechanical ventilation associated with the use hereby permitted shall be installed and operated so that the Rating Level (LAr,Tr) is at least 10 dB below the prevailing background noise level (LA90,T) at the nearest noise-sensitive premises. Assessment and measurement shall be in accordance with BS 4142:2014+A1:2019. The equipment must be maintained to ensure ongoing compliance. Reason: To protect the amenity of neighbouring residential occupiers and ensure that the development accords with Policies 7 and 34 of the Havering Local Plan.
6.Before the change of use hereby permitted commences, details of a scheme shall be submitted to and approved in writing by the Local Planning Authority which specifies details of suitable sound insulation to be provided between the commercial unit and the residential accommodation above. Such scheme as may be approved shall be implemented prior to commencement of the use and thereafter retained in accordance with such details. The washing and drying equipment shall be installed using appropriate anti-vibration measures. Reason: Insufficient information has been supplied with the application with regards to a scheme of suitable sound insulation to be provided between the commercial unit and the residential accommodation above. Submission of this detail prior to commencement of the use will prevent noise and vibration transmission to residential premises and ensure that the development accords with Policies 7 and 34 of the Havering Local Plan.
7.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
8.The applicant is reminded that the launderette should put in place a suitable contract for the collection of commercial waste from the site.
