1.The proposed development would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the streetscene harmful to the appearance of the surrounding area contrary to Policy DC61 of the adopted London Borough of Havering's LDF Core Strategy and Development Control Policies DPD 2008.
2.Notwithstanding reason for refusal 1, the submitted plans are not to scale therefore the height and width of the development is unclear.
