1.It is considered that the proposed boundary wall would by reason of its height and design appear incongruous to the street scene contrary to policy DC61 of the London Borough of Havering Core Strategy and Development Control Policies DPD Adopted 2008, and the Adopted Residential Extensions and Alterations SPD 2011.
2.The proposed development would by reason of it excessive height reduce the visibility of pedestrians against emerging vehicles from No.231 Hornchurch Road. As such the proposed development would be contrary to policy DC34 of the London Borough of Havering Core Strategy and Development Control Policies DPD Adopted 2008, and the Adopted Residential Extensions and Alterations SPD 2011.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it is given to Robert Humphreys on 24 April 2020.
