| 1. | The proposal would, by reason of noise and disturbance caused by customers entering and leaving the premises into the early hours of the morning, vehicles parking and manoeuvring would be unacceptably detrimental to the amenities of occupiers of adjacent properties above and to the front of the premises. The proposed development is therefore contrary to Policies 7, 14 and 15 of the Havering Local Plan. |
