| 1. | The proposed variation of condition would materially change the consented scheme to the extent that the rationale which allowed planning permission to be granted under LPA reference P1055.13 dated 10th February 2014, would be severely diminished. In addition, insufficient information has been provided to demonstrate that the proposed scale and nature of use of the unified outbuilding would not cause adverse impacts to residential amenity, given the rear garden location, isolated and potentially uncharacteristic nature of the development, contrary to the provisions of Policy DC61 of the London Borough of Havering LDF Core Strategy and Development Control Policies DPD 2008. |
