1.The proposal development would, by reason of the increased level of activity and increased number of customers entering and leaving the premises, particularly during the evening hours of operation, result in unacceptable levels of noise and disturbance to the detriment of nearby residential amenity, contrary to Policy DC61 of the Core Strategy and Development Control Policies DPD.
2.The proposed development would, by reason of the lack of specific car parking provision and mindful of existing demand generated from nearby commercial units, place further pressure on parking capacity, result in overspill parking in the surrounding streets and lead to potential unauthorised parking and congestion to the detriment of highway safety and efficiency and inconvenience for nearby residents, contrary to Policies DC32, DC33 and DC61 of the Core Strategy and Development Control Policies DPD.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: During consideration by the committee, members placed different weight on the planning merits and decided to refuse planning permission.
