1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason: - To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason: - For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The premises shall only accommodate a maximum of three persons (disregarding staff) receiving care at any given time unless otherwise agreed in writing with the Local Planning Authority. Reason: - To restrict the use of the premises to one compatible with the surrounding area, and as to ensure that the development accords with Policy 16 of the Havering Local Plan 2016-2031.
4.Within 3 months of the date of this decision, a detailed management plan for the premises shall be submitted to the Local Planning Authority for approval. The management plan shall include details of how the premises will be run to control noise, disturbance and ASB; how reports of any ASB can be made; details on notification to neighbours of contact numbers, should they wish to report concerns and complaints procedure including minimum response timescales. The premises shall be operated in accordance with the approved management plan. Reason:- To ensure that the use integrates with the surrounding residential environment and to ensure that residents are able to raise any concerns with the operator directly in the interest of creating safer, sustainable communities and in order that the proposals comply with Havering Local Plan 2016-2031 Policy 6.
