| 1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
| 2. | Before the extensions hereby approved are first brought into use, the area set aside for car parking shall be laid out to the satisfaction of the Local Planning Authority and retained permanently thereafter for the accommodation of vehicles visiting the site and shall not be used for any other purpose.
Reason:-
To ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety. |
| 3. | All new external finishes shall be carried out in materials to match those of the existing building(s) to the satisfaction of the Local Planning Authority.
Reason:-
To safeguard the appearance of the premises and the character of the immediate area. |
| 4. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 5. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015, no window or other opening (other than those shown on the submitted and approved plan,) shall be formed in the flank wall(s) of the building(s) hereby permitted, unless specific permission under the provisions of the Town and Country Planning Act 1990 has first been sought and obtained in writing from the Local Planning Authority.
Reason:-
In order to ensure a satisfactory development that will not result in any loss of privacy or damage to the environment of neighbouring properties which exist or may be proposed in the future. |
| 6. | Prior to the first occupation of the dwellings hereby permitted, the proposed bin stores shown on drawing no. 52 FP 03 Rev 2, 52 FP 06 Rev 2 and drawing referred to Bin Enclosure Details which were received on 19th May 2026 shall be provided to the satisfaction of the Local Planning Authority and retained permanently thereafter to the satisfaction of the Local Planning Authority.
Reason:-
To protect the amenity of occupiers of the development and also the locality generally. |
| 7. | Notwithstanding the details on the approved plans, no building shall be occupied or use commenced until cycle storage is provided in accordance with details previously submitted to and approved in writing by the Local Planning Authority. The cycle storage shall be permanently retained thereafter.
Reason:-
Insufficient information has been supplied with the application to demonstrate what facilities will be available for cycle parking. Submission of this detail prior to occupation in the case of new building works or prior to the use commencing in the case of changes of use is in the interests of providing a wide range of facilities for non-motor car residents and sustainability. |
| 8. | Prior to the first occupation of the extension to the first floor flat hereby permitted, a 1.8m high sand blasted glass privacy screen as shown on drawing No.52 FP 06 Rev 2 & 52 FP 07 Rev 23.01.2026 shall be fitted on the perimeter of the first floor rear terrace and retained in position for the lifetime of the development.
Reason: In the interests of privacy, and in order that the development accords with Policy 7 of the Havering Local Plan |
| 9. | The applicant should be aware that the lawful use of the flat is a C3 Dwelling and the premises should remain as a self contained flat. London Borough of Havering have an Article 4 Direction in place that means that use of the premises as a C4 HMO would require planning permission. |
| 10. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Mr Jay Hirani (Agent) by phone and e-mail. The revisions involved providing details of the bin enclosure and relocation of the bin & cycle storage from side of the building to the rear. The amendments were subsequently submitted on 19/05/26. |
