1.The development to which the planning permission relates shall be begun either before the expiration of 3 years from the date of this grant of planning permission Reason: To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall be carried out in accordance with the plans and documentation listed above Reason: For the avoidance of doubt and to ensure that the development accords with the Planning Permission.
3.Prior to the commencement of demolition and construction works hereby approved, a Phasing Plan shall be submitted demonstrating the sequence of development. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To comply with Section 92 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004) and to ensure that phasing discussions are only required with the Local Authority effected by any proposed change.
4.No demolition and construction works hereby approved shall take place until there has been submitted to and approved, in writing, by the Local Planning Authority a scheme of hard, soft and boundary treatment landscaping works for the site,which shall include any proposed changes in ground levels and also accurately identify spread, girth and species of all existing trees, shrubs and hedgerows in the surrounding area. A specification of soft landscaping, including proposed trees, plants and seed mixes must be included. The specification should be in line with British Standards and include detail s of planting works such as preparation, implementation, materials (i.e. soils and mulch), any protection measures that will be put in place (i.e rabbit guards) and any management regimes (including watering schedules) to support establishment. This should be accompanied by a schedule, with details of quantity, species and size/type (bare root, container etc). Hard landscape details such as surface materials and boundary treatments must also be included. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: In the interest of biodiversity, sustainability, and to ensure that the landscaping is of high design quality and provides satisfactory standards of visual amenity in accordance with Havering Local Plan Policies 27, 29 and 30
5.No demolition and construction works hereby approved shall take place until there has been submitted to and approved, in writing, by the Local Planning Authority a landscape management plan for a minimum of 5 years. This should include: Drawings showing: 1.The extent of the LMP; i.e. only showing the areas to which the LMP applies, areas of private ownership should be excluded Written Specification detailing: 1. All operation and procedures for soft landscape areas; inspection, watering, pruning, cutting, mowing, clearance and removal of arisings and litter, removal of temporary items (fencing, guards and stakes) and replacement of failed planting. 2. All operations and procedures for hard landscape areas; inspection, sweeping, clearing of accumulated vegetative material and litter, maintaining edges, and painted or finished surfaces. 3. Furniture (Bins, Benches and Signage) 4. All operations and procedures for surface water drainage system; inspection of linear drains and swales, removal of unwanted vegetative material and litter. 5. A maintenance task table which explains the maintenance duties across the site in both chronological and systematic order. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To support plant establishment and ensure appropriate management is carried out and to maintain functionality and visual aesthetic and to comply with Havering Local Plan Policy 7, 27, 29 and 30
6.No demolition and construction works hereby approved shall take place until a stage 1 written scheme of investigation (WSI) has been submitted to and approved by the local planning authority in writing. For land that is included within the WSI, no demolition or development shall take place other than in accordance with the agreed WSI, and the programme and methodology of site evaluation and the nomination of a competent person(s) or organisation to undertake the agreed works. If heritage assets of archaeological interest are identified by stage 1 then for those parts of the site which have archaeological interest a stage 2WSI shall be submitted to and approved by the local planning authority in writing. For land that is included within the stage 2 WSI, no demolition/construction shall take place other than in accordance with the agreed stage 2WSI which shall Include: A. The statement of significance and research objectives, the programme and methodology of site investigation and recording and the nomination of a competent person(s) or organisation to undertake the agreed works B. Where appropriate, details of a programme for delivering related positive public benefits C. The programme for post-investigation assessment and subsequent analysis, publication & dissemination and deposition of resulting material. This part of the condition shall not be discharged until these elements have been fulfilled in accordance with the programme set out in the stage 2 WS. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: Heritage assets of archaeological interest may survive on the site. The planning authority wishes to secure the provision of archaeological investigation and the subsequent recording of the remains prior to development, in accordance with Havering Local Plan policy 28
7.No demolition and construction works hereby approved shall take place until a remediation strategy that includes the following components to deal with the risks associated with contamination of the site shall each be submitted to and approved, in writing, by the local planning authority: 1. A preliminary risk assessment which has identified: - all previous uses - potential contaminants associated with those uses - a conceptual model of the site indicating sources, pathways and receptors - potentially unacceptable risks arising from contamination at the site. 2. A site investigation scheme, based on (1) to provide information for a detailed assessment of the risk to all receptors that may be affected, including those off site. 3. The results of the site investigation and the detailed risk assessment referred to in (2) and, based on these, an options appraisal and remediation strategy giving full details of the remediation measures required and how they are to be undertaken. 4. A verification plan providing details of the data that will be collected in order to demonstrate that the works set out in the remediation strategy in (3) are complete and identifying any requirements for longer-term monitoring of pollutant linkages, maintenance and arrangements for contingency action. Any changes to these components require the express written consent of the local planning authority. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: Controlled waters are particularly sensitive at this location because: · The site is located atop a Principal Bedrock Aquifer (Chalk). · The site is located atop a historic landfill This condition will ensure that the development does not contribute to, and is not put at unacceptable risk from or adversely affected by, unacceptable levels of water pollution in line with paragraph 174 of the National Planning Policy Framework.
8.No occupation of any part of the constructed development hereby approved shall take place until a verification report demonstrating completion of works relating to the relevant phase set out in the approved remediation strategy and the effectiveness of the remediation shall be submitted to and approved, in writing, by the local planning authority. The report shall include results of sampling and monitoring carried out in accordance with the approved verification plan to demonstrate that the site remediation criteria have been met. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure that the site does not pose any further risk to human health or the water environment by demonstrating that the requirements of the approved verification plan have been met and that remediation of the site is complete. This is in line with paragraph 174 of the National Planning Policy Framework.
9.No demolition and construction works hereby approved should take place until a long-term monitoring and maintenance plan in respect of contamination including a timetable of monitoring and submission of reports to the Local Planning Authority, shall be submitted to and approved in writing by the Local Planning Authority. Reports as specified in the approved plan, including details of any necessary contingency action arising from the monitoring, shall be submitted to and approved in writing by the Local Planning Authority. Any necessary contingency measures shall be carried out in accordance with the details in the approved reports. On completion of the monitoring specified in the plan a final report demonstrating that all long-term remediation works have been carried out and confirming that remedial targets have been achieved shall be submitted to and approved in writing by the Local Planning Authority. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure that the site does not pose any further risk to the water environment by managing any ongoing contamination issues and completing all necessary long-term remediation measures. This is in line with paragraph 174 of the National Planning Policy Framework.
10.If, during the construction period, contamination not previously identified is found to be present at the site then no further development (unless otherwise agreed in writing with the local planning authority) shall be carried out until the developer has submitted a remediation strategy to the local planning authority detailing how this unsuspected contamination shall be dealt with and obtained written approval from the local planning authority. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: No investigation can completely characterise a site. This condition ensures that the development does not contribute to, is not put at unacceptable risk from, or adversely affected by, unacceptable levels of water pollution from previously unidentified contamination sources at the development site. This is in line with paragraph 174 of the National Planning Policy Framework
11.A scheme for managing any borehole installed for the investigation of soils, groundwater or geotechnical purposes shall be submitted to and approved in writing by the local planning authority. The scheme shall provide details of how redundant boreholes are to be decommissioned and how any boreholes that need to be retained, post-development, for monitoring purposes will be secured, protected and inspected. The scheme as approved shall be implemented prior to the occupation of any part of the permitted development. Reason: To ensure that redundant boreholes are safe and secure, and do not cause groundwater pollution or loss of water supplies in line with paragraph 174 of the National Planning Policy Framework and Position Statement N Groundwater resources of 'The Environment Agency's approach to groundwater protection'.
12.Piling, deep foundations and other intrusive groundworks using penetrative measures shall not be carried out other than with the written consent of the local planning authority. The development shall be carried out in accordance with the approved details. Reason: To ensure that any proposed piling, deep foundations and other intrusive groundworks do not harm groundwater resources in line with paragraph 174 of the National Planning Policy Framework and Position Statement N. Groundwater Resources of the 'The Environment Agency's approach to groundwater protection'.
13.No drainage systems for the infiltration of surface water to the ground are permitted other than with the written consent of the local planning authority. Any proposals for such systems must be supported by an assessment of the risks to controlled waters. The demolition and construction works hereby approved shall be carried out in accordance with the approved details. Reason: To ensure that the development does not contribute to, is not put at unacceptable risk from, or adversely affected by, unacceptable levels of water pollution caused by mobilised contaminants. This is in line with paragraph 174 of the National Planning Policy Framework.
14.The demolition and construction works hereby approved shall not commence on site until a Sustainability Drainage Statement is submitted to and approved in writing by the Local Planning Authority. The strategy shall provide details of how the development would meet the highest standards of sustainable design and construction. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To contribute towards sustainable drainage in accordance with Havering Local Plan policy 32
15.All mitigation and enhancement measures and/or works shall be carried out in accordance with the details contained in the Preliminary Ecology Appraisal (FPCR, September 2022) as already submitted with the planning application and agreed in principle with the local planning authority prior to determination. This may include the appointment of an appropriately competent person e.g. an ecological clerk of works (ECoW) to provide on-site ecological expertise during construction. The appointed person shall undertake all activities, and works shall be carried out, in accordance with the approved details. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To conserve and enhance protected and Priority species and allow the LPA to discharge its duties under the Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife & Countryside Act 1981 as amended and s40 of the NERC Act 2006 (Priority habitats & species) and Havering Local Plan policy 30
16.Prior to commencement of demolition and construction works hereby approved on site, a construction environmental management plan (CEMP: Biodiversity) shall be submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following. a) Risk assessment of potentially damaging construction activities. b) Revised assessment for Bat Roost Potential. c) Identification of "biodiversity protection zones" d) Practical measures (both physical measures and sensitive working practices) to avoid or reduce impacts during construction (may be provided as a set of method statements) e.g. Restricted Access Area at high tide. e) The location and timing of sensitive works to avoid harm to biodiversity features. f) Lighting design scheme to demonstrate that lighting is directed away from the River Thames and associated Site of Importance for Nature Conservation (SINC). g) The times during construction when specialist ecologists need to be present on site to oversee works. h) Responsible persons and lines of communication. i) The role and responsibilities on site of an ecological clerk of works (ECoW) or similarly competent person. j) Use of protective fences, exclusion barriers and warning signs. k) Containment, control and removal of any Invasive non-native species present on site. The approved CEMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details, unless otherwise agreed in writing by the local planning authority. Reason: To conserve protected and Priority species and allow the LPA to discharge its duties under the Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife & Countryside Act 1981 as amended, s40 of the NERC Act 2006 (Priority habitats & species) and s17 Crime & Disorder Act 1998.3 and Havering Local Plan policy 30.
17.No demolition and construction works hereby approved shall take place until an ecological design strategy (EDS) for on site habitat creation for invertebrates addressing a mitigation and enhancement scheme has been submitted to and approved in writing by the local planning authority. The EDS shall include the following. a) Purpose and conservation objectives for the proposed works. b) Review of site potential and constraints. c) Detailed design(s) and/or working method(s) to achieve stated objectives. d) Extent and location/area of proposed works on appropriate scale plans. e) Type and source of materials to be used where appropriate, e.g. native species of local provenance. f) Timetable for implementation demonstrating that works are aligned with the proposed phasing of development. g) Persons responsible for implementing the works. h) Details of initial aftercare and long-term maintenance. i) Details for monitoring and remedial measures. j) Details for disposal of any wastes arising from works. The EDS shall be implemented in accordance with the approved details and all features shall be retained in that manner thereafter. Reason: To allow the LPA to discharge its duties under the Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife & Countryside Act 1981 (as amended) and s40 of the NERC Act 2006 (Priority habitats & species) and Havering Local Plan policy 30.
18.Prior to commencement of above ground works on site, a lighting design scheme for biodiversity shall be submitted to and approved in writing by the local planning authority. The scheme shall identify those features on and near to the site that are particularly sensitive to light - e.g. the River Thames- and show how and where external lighting will be installed so that it can be clearly demonstrated that wildlife using the River Thames will not be disturbed. All external lighting shall be installed in accordance with the specifications and locations set out in the scheme and maintained thereafter in accordance with the scheme. Under no circumstances should any other external lighting be installed without prior consent from the local planning authority. Reason: To allow the LPA to discharge its duties under the Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife & Countryside Act 1981 as amended and s40 of the NERC Act 2006 (Priority habitats & species) and Havering Local Plan policy 30.
19.The demolition and construction works hereby approved shall not commence until a Sustainable Energy Statement detailing potential energy efficiency measures as well as a full feasibility assessment of renewable energy technologies is submitted to and approved by the Local Planning Authority. This should demonstrate that at least 35% CO2 will be met. The resulting energy methods should look to maximise the regulated carbon emissions achieved from renewal technologies. This should include: · Apply the London plan energy hierarchy of 'Be Lean, Be Green, Be Clean · Consider all types of renewable energy generation technologies. · Demonstrate that renewable energy generation has been maximised, including the maximisation of PV on the available roof-space. · Detail how proposed Heat pumps are to be provided in line with GLA Energy Planning Guidance. The approved details shall be implemented in full for each respective phase and shall thereafter be so maintained. Reason: In the interests of sustainable energy practices and the reduction of CO2 emissions in compliance with and to comply with Havering Local Plan policy 36 and London Plan policy SI1 and SI2
20.No demolition and construction works hereby approved shall take place until a Life Cycle Carbon Statement is submitted to and approved by the Local Planning Authority. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: In the interests of sustainable energy practices and the reduction of CO2 emissions in compliance with and to comply with Havering Local Plan policy 36 and London Plan policy SI1 and SI2.
21.No demolition and construction works hereby approved shall take place until a Circular Economy Statement is submitted to and approved by the Local Planning Authority. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: In the interests of sustainable energy practices and the reduction of CO2 emissions in compliance with and to comply with Havering Local Plan policy 36 and London Plan policy SI1 and SI2.
22.The development hereby permitted for construction shall achieve a minimum BREEAM 'Very Good' rating. Within six months of completion of each phase of the development post-construction certification demonstrating how the development has met BREEAM 'Very Good' as a minimum shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the development is sustainable and in accordance with Havering Local Plan policy 36 and London Plan policy SI1 and SI2
23.Prior to the commencement of each phase of construction hereby approved (save for demolition and site clearance) details of the final floor levels of the proposed buildings and levels of roads, footpaths and other landscaped areas shall be submitted to and approved in writing by the Local Planning Authority. At the final phase a levels plan for the whole development shall be submitted. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure that the development is carried out at suitable levels in relation to the highway and adjoining land having regard to drainage, gradient of access, the amenities of the area and neighbouring occupiers and the health of any trees or vegetation in accordance with Havering Local Plan policies 2, 8, 9, 12, 15, 23, 26 and 27
24.Prior to the commencement of each phase of the demolition and construction works hereby approved a Construction Method Statement (CMS) for that phase shall be submitted to and approved in writing by the local planning authority in consultation with Transport for London. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure the proposed development does not prejudice the amenities of occupiers of adjoining properties in accordance with Havering Local Plan policy 33 and 34 and London Plan policy D3 and D6
25.Prior to the commencement of each phase of the demolition and construction works hereby approved a Demolition and Construction Logistics Plan for that phase shall be submitted to and approved in writing by the local planning authority in consultation with Transport for London. The Demolition and Construction Logistics Plan shall aim to identify the cumulative impacts of construction traffic for the area in terms of likely additional trips and mitigation required. The plan should show that construction vehicle movements would be optimised to avoid the am and pm traffic peaks and reduce highway impact on the TLRN in the vicinity of the site. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure the proposed development does not prejudice the amenities of occupiers of adjoining properties in accordance with Havering Local Plan policy 33 and 34 and London Plan policy D3 and D6
26.Prior to commencement of demolition and construction works hereby approved a delivery and service plan for the development shall be submitted to and approved in writing with the Local Planning Authority. The plan shall aim to effectively manage the impact of vehicles accessing the development site and should follow TfL's best practice guidance and endeavour to ensure deliveries are carried our outside of peak hours. The plan shall also include details of: a) parking of vehicles of site personnel and visitors; b) storage of plant and materials; c) a piling method statement (detailing the depth and type of piling proposed) d) siting and design of temporary buildings; e) scheme for security fencing/hoardings, depicting a readily visible 24-hour contact number for queries or emergencies; f) details of disposal of waste arising from the construction programme, including final disposal points. The burning of waste on the site at any time is specifically precluded. The plan shall be implemented as approved. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: In the interests of highway safety and efficiency, nearby amenity, ecology and to comply with Havering Local Plan policy 2, 8, 9, 12 33 and 34 and London Plan policy D3 and D6
27.Prior to the commencement of each phase of the demolition and construction works hereby approved, a Site Wide Construction Waste Management Plan for that phase shall be submitted to and approved by the Local Planning Authority. This Plan should include the proposed monitoring and timing of submission of monitoring reports, the proposed timing of submission of a Waste Management Closure Report to demonstrate the effective implementation, management and monitoring of construction waste during the construction lifetime of the development. In addition, any cumulative affects as a result of other ongoing phases shall also be included. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure a satisfactory structure for refuse and recycling facilities across the whole site is implemented in accordance with Havering Local Plan policy 2, 8, 9, 12 33 and 34 and London Plan policy D3 and D6
28.No demolition and construction works hereby approved shall take place until a Parking Design & Management Plan (PDMP) is submitted to and approved by the Local Planning Authority. The PDMP should demonstrate how allocation of access to parking will be provided. This should be combined with the Travel Plan (discussed below) to provide a holistic approach to managing staff and visitor travel. Management of the cycle parking arrangements should also be included in this Plan. Blue badge parking should be provided in accordance with the London Plan policy T6.5 (Non-residential disabled persons parking); 5% of total parking provision should be designated bays for disabled persons parking and a further 5% enlarged bays. These spaces should be located close to the entrances to the buildings used by staff and/or visitors. The submitted material suggests that just 5 blue badge bays will be provided but no information on further enlarged bays has been provided and this should be confirmed prior to determination. The Parking Design & Management Plan should also cover the drop off and pick up area and management of the parking areas, the use of the disabled persons' parking and visitor spaces. Electric vehicle charging points are proposed in line with policy though specific details on the provisions should be provided in the PDMP. TfL would expect that 20% of the parking bays have active provision and the remaining bays have passive provision, with the PDMP setting out the triggers for these to be brought into active use. Electric Vehicle Charging Points and their management and arrangements for future expansion should be included in the plan from the outset. The PDMP shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure there is no adverse impact on the highway network in accordance with Havering Local Plan policy 2, 8, and 9
29.Before the commencement of each phase of the demolition and construction works hereby approved hereby permitted, vehicle cleansing facilities to prevent mud being deposited onto the public highway during operations shall be provided on site in accordance with details to be first submitted to and approved in writing by the Local Planning Authority. The approved facilities shall be retained thereafter and used at relevant entrances to the site throughout the duration of construction works. If mud or other debris originating from the site is deposited in the public highway, all on-site operations shall cease until it has been removed. The submission shall provide: a) A plan showing where vehicles will be parked within the site to be inspected for mud and debris and cleaned if required. The plan should show where construction traffic will access and exit the site from the public highway. b) A description of how the parking area will be surfaced, drained and cleaned to prevent mud, debris and muddy water being tracked onto the public highway. c) A description of how vehicles will be checked before leaving the site - this applies to the vehicle wheels, the underside of vehicles, mud flaps and wheel arches. d) A description of how vehicles will be cleaned. e) A description of how dirty/ muddy water be dealt with after being washing off the vehicles; and f) A description of any contingency plan to be used in the event of a break-down of the wheel washing arrangements or evidence that approved practices are failing. Reason: Insufficient information has been supplied with the application in relation to wheel washing facilities. Submission of details prior to commencement will ensure that the facilities provided prevent materials from the site being deposited on the adjoining public highway, in the interests of highway safety and the amenity of the surrounding area and to ensure there is no adverse impact on the highway network in accordance with Havering Local Plan policy 2, 8, and 9
30.(a) Prior to the commencement of the demolition and construction works hereby approved, the developer or contractor must be signed up to the Non Road Mobile Machinery (NRMM) register. b) The development site must be entered onto the register alongside all the NRMM equipment details. c) The register must be kept up-to-date for the duration of the construction of development. d) All NRMM used during the course of the development that is within the scope of the Greater London Authority 'Control of Dust and Emissions during Construction and Demolition' Supplementary Planning Guidance (SPG) dated July 2014, or any subsequent amendment or guidance, shall comply with the emission requirements therein. e) An inventory of all NRMM to be kept on-site stating the emission limits for all equipment. Reason: To reduce emissions from construction and demolition activities and comply with current NRMM emission standards, in accordance with the Greater London Authority 'Control of Dust and Emissions during Construction and Demolition' Supplementary Planning Guidance (SPG) and any subsequent amendment or guidance and Havering Local Plan policies 33, 34 and 36
31.Prior to the commencement of the demolition and construction works hereby approved full details of the electric vehicle charging points for each to be installed in the development shall be submitted to the Local Planning Authority and approved in writing. These details shall include provision for 20% of the approved parking spaces within that phase to be provided with electric vehicle charging facilities and all the remaining spaces to have passive provision for possible future use. The development shall be implemented in full accordance with the approved details prior to first occupation and thereafter be maintained as such. Reason: To ensure that the development makes adequate provision for electric vehicle charging points to encourage the use of electric vehicles in accordance with policy T6.1 of the London Plan.
32.Prior to the commencement of any demolition and construction works hereby approved on site, a detailed Dust Management Plan, as required by the consent for the site issued by the Environment Agency, shall also be submitted to and agreed in writing by the Local Planning Authority setting out dust and emissions control measures to be employed on site, in accordance with the Institute of Air Quality Management Guidance on the assessment of dust from demolition and construction. Reason: To reduce emissions from the demolition and construction of buildings and to comply with policy SI 1 of the London Plan.
33.a) Prior to the commencement of the demolition and construction works hereby approved hereby approved, an updated Air Quality Neutral Assessment shall be submitted to and agreed by the Local Planning Authority. The assessment shall detail; · Calculations of the predicted building emissions and comparison against the Building Emission Benchmarks; · Calculations of the predicted transport emissions and comparison against the Transport Emission Benchmarks; · Mitigation (if required) or contribution to off-setting the development's emissions, taking into account the most up to date Defra's damage costs and relevant guidance on offsetting payments. b) The use hereby permitted shall not commence until all measures identified in the Air Quality Neutral Assessment have been shown to be implemented to the satisfaction of the Local Planning Authority in writing. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure that the development will not lead to further deterioration of existing poor air quality within the designated Air Quality Management Area and to comply with Policy SI 1 of the London Plan and relevant guidance, as subsequently amended.
34.Prior to the commencement of the demolition and construction works hereby approved, the developer shall submit for the written approval of the Local Planning Authority updated details of mitigation measures that will be implemented to offset the excess in transport / building emissions. The use hereby permitted shall not commence until the approved measures have been shown to be implemented to the satisfaction of the Local Planning Authority in writing. The development shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To comply with Policy SI 1 of the London Plan, in relation to the Air Quality Neutral requirements
35.No demolition and construction works hereby approved shall take place until a Travel Plan is submitted to and approved by the Local Planning Authority. The Travel Plan should demonstrate how sustainable modes of travel are being optimised and promoted to and from the site. The Travel Plan shall be implemented in accordance with the approved details and retained as such thereafter. Reason: To ensure there is no adverse impact on the highway network in accordance with Havering Local Plan policy 2, 8, and 9
36.This planning permission relates to the continued operation of the existing MRF/PRF facility as well as a phased construction of the new facility. The existing facility will therefore remain operational up until and during the construction and redevelopment period as per the approved plans and drawings.
