1. | The proposed development would, by reason of its irregular and cramped design, establish a property which lacks functionality and fails to ensure the provision of adequate quality internal space and external amenity space. The overdeveloped and unsuitable site layout is exacerbated by an inadequate outlook provided. The external access to the first floor level would result in unsuitable conditions for occupiers by way of noise and disturbance, privacy and security. This scheme would be detrimental to the living conditions and amenity of the property's future occupiers contrary to Policies DC55 and DC61of the London Borough of Havering's LDF Core Strategy and Development Control Policies DPD 2008, the London Borough of Havering's Residential Design SPD 2011 and Policy 7.4 of the London Plan 2016. |
2. | The proposed development would, in the absence of suitable access, servicing and parking provision given the Public Transport Accessibility Level Zone (PTAL) of 1b (poor), would result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity and contrary to Policy DC33 of the London Borough of Havering's LDF Core Strategy and Development Control Policies DPD 2008 and Policy 6.13 of the London Plan 2016. |
