1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The Rating Level (Lar, Tr) of the hereby permitted plant or machinery shall be at least 10dB below the prevailing background noise level (LA90, T). The measurement position, assessment and definitions shall be made according to BS4142:2014 + A1:2019 "Methods for rating and assessing industrial and commercial sound." The equipment shall be maintained thereafter to the satisfaction of the Local Planning Authority, and the use hereby permitted must cease during any period that this condition is not complied with. Reason: To protect the amenity of noise sensitive premises from noise from mechanical plant.
4.The scheme to control odour, as detailed in the report provided by AIRCLEAN Activated Carbon Filters Document & MUB fans - MUB 062 560D4-A2 IE2 document submitted with this application (P0095.25) shall be implemented, as a minimum. Any variation to the scheme, including equipment to be installed, shall be submitted to and approved in writing by the LPA in consultation with the Havering Public Protection Service. The approved equipment shall be installed on site and certification provided by a competent engineer before the permitted use commences. The equipment shall be maintained thereafter to the satisfaction of the Local Planning Authority, within the design specifications, and the use hereby permitted must cease during any period that this condition is not complied with. Reason: To protect the amenity of adjacent occupiers.
5.Approved Proposal Informative The applicant should note that the Council have only considered the installation of the extraction fan to rear of building. as part of this application. It is acknowledged that certain change of use can be done under permitted development, however, the applicant needs to be satisfied that they have correctly interpreted permitted development criteria and should they wish to obtain a legally binding document then a Certificate of Lawfulness can be submitted to corroborate this. Should any subsequent use of the property transpire to require planning permission then this may be subject to enforcement action taken by the Council. Furthermore, separate consent will be needed for any advertisement to the front of the existing building.

7.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
