1.The development to which this permission relates must be commenced not later than five years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990.
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans, particulars and specifications. Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted.
3.Before any of the development hereby permitted is commenced, samples of all materials to be used in the external construction of the building(s) shall be submitted to and approved in writing by the Local Planning Authority and thereafter the development shall be constructed with the approved materials. Reason:- To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area.
4.The building hereby permitted shall be used only for the activities ancillary to the main use of the site for the purposes of agriculture Reason: To restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over any future use not forming part of this application.
5.In view of the fact that the site is located on or near a landfill site, the applicant or developer is required to determine if methane gas is present in the soil and if so, to undertake such measures as may be required to avoid the possibility of the gas entering the building hereby permitted. Schemes for testing methane gas and any subsequent works required found to be present are to be submitted to the Local Planning Authority and must be agreed in writing prior to the commencement of the works hereby permitted. Reason: To ensure the safety of the occupants of the development hereby permitted and the public generally.
6.The construction of the surface water drainage system shall be carried out in accordance of details submitted to and approved in writing by the Local Planning Authority before the development commences. Reason: To prevent pollution of the water environment
7.No soakaways shall be constructed in contaminated ground. Reason: To prevent pollution of groundwater.
8.The construction of the site foundations shall be carried out in accordance with details submitted to and approved in writing by the Local planning Authority before the development commences. Reason: To prevent the pollution of ground water.
9.No development shall take place until there has been submitted to and approved by the Local Planning Authority a scheme of hard and soft landscaping, which shall include indications of all existing trees and shrubs on the site, and details of any to be retained, together with measures for the protection in the course of development. All planting, seeding or turfing comprised within the scheme shall be carried out in the first planting season following completion of the development and any trees or plants which within a period of 5 years from completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless otherwise agreed in writing by the local Planning Authority. Reason:- In accordance with Section 197 of the Town and Country Planning Act 1990 and to enhance the visual amenities of the development.
10.INFORMATIVE: Under the terms of the Water Resources Act 1991, the prior written consent of the Environment Agency is required for any discharge of sewage or trade effluent into controlled waters (e.g. watercourses and underground waters), and may be required for any discharge of surface water to such controlled waters or for any discharge of sewage or trade effluent from buildings or fixed plant into or onto ground or into waters which are not controlled waters.
