| 1. | The proposed development would - by reason of its width and proximity to the boundaries of the site - appear as an unacceptably dominant and visually intrusive feature within the streetscene and the area more generally, would be harmful to the appearance of the area, and would be contrary to policy 26 of the Havering Local Plan 2021, as well as policies D3 and D4 of the London Plan 2021. |
| 2. | The proposals, by reason of its design, excessive width and position close to the boundaries of the site, have an unacceptable impact on the neighbouring amenity, especially no. 172 Ardleigh Green Road and the limited floor to ceiling height would impact on the living condition of future occupiers, and would be unacceptable when assessed against policy 7 of the Local Plan 2021. |
| 3. | The proposed development would, because of the loss of garage and unsatisfactory parking arrangement would adversely impact on the living condition of prospective occupiers of the proposed development, and result in an unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity, contrary to Policy 24 of the Local Plan 2021. |
| 4. | The proposal by reasons of its general design, closing the established gaps between the properties, and in particular the relationship between the two-storey element and the dormers, would be intrusive and incongruous when viewed from the rear garden environment, out of character with the site and surrounding area, contrary to Policy 26 of the Local Plan 2021 and Policies D3 and D4 of the London Plan 2021 and Chapter 12 of the NPPF 2023. |
