| 1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
| 2. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 3. | Prior to first occupation, the area set aside for car parking as shown on the approved plans at the front of the site shall be laid out and surfaced to the satisfaction of the Local Planning Authority including the provision of drop kerb for ease of access, and retained permanently thereafter for the accommodation of vehicles visiting the site and to facilitate the servcing of the premises and shall not be used for any other purpose.
The parking space(s) shall be provided with active vehicle charging facilities for electric or Ultra-Low Emission vehicles.
Reason:-
To ensure that car parking accommodation is made permanently available on site and ensure that the development adequately incorporates measures to allow the use of electric vehicles by future occupiers in accordance with Policy T6.1 of the London Plan. |
| 4. | The premises shall be used for a children's care home for a maximum of two children between 10 and 17 years of age and for no other purpose (including any other purpose in Class C2 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended) (or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification).
Reason:-
To restrict the use of the premises to one compatible with the surrounding area and that the development accords with Policy 6 of the Havering Local Plan 2021. |
| 5. | The maximum number of carers, excluding the manager, within the premises hereby approved shall not exceed four at any one time (including changing over time).
Reason:-
To enable the Local Planning Authority to retain control and to avoid disturbance to adjoining residents. |
| 6. | The outbuilding indicated on plan shall be used as gym and study area only and not as overspill accommodation or any other use unless otherwise agreed in writing by the Local Planning Authority.
Reason:-
To restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over any future use not forming part of this application. |
| 7. | Prior to the commencement of the development hereby permitted, details of the measures to be incorporated into the development to demonstrate how Secured by Design accreditation will be achieved shall be submitted to and approved in writing by the local planning authority. The development shall only be carried out in accordance with these approved details. The development hereby approved shall not be occupied until the local planning authority has acknowledged in writing that it has received written confirmation of a Secured by Design accreditation.
Reason:-
Insufficient information has been supplied with the application to judge whether the proposals meet Secured by Design standards. Submission of a full and detailed application is in the interest of creating safer, sustainable communities and to reflect policy in the NPPF. |

| 9. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent (Mr. Singh), via phone on 07/04/2025. The revisions involved changing the use of the box room from bedroom to office, resulting in the reduction of the residents to 2 from the 3 proposed. The amended plans were subsequently submitted on 07/04/2025. |
