1.The proposed two storey side extension would, by reason of its excessive width, bulk, mass and lack of subservience, unbalance and detract from the appearance of the subject dwelling and appear as an unacceptably dominant and visually intrusive feature, harming the character of the streetscene and adversely impacting upon the appearance of Hall Lane policy Area, contrary to the Residential Extensions and Alterations SPD, Hall Lane SPD and Policy DC61 of the LDF Core Strategy and Development Control Policies Development Plan Document.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with Mr Meyer, by telephone on 16.02.2016. The revisions involved reducing the bulk, mass and width of the proposed two storey side extension. The applicant declined to make the suggested revisions.
