| 2. | The application would provide cramped, inadequately-sized and sub-standard accommodation for future occupants, and would be unacceptable when assessed against the National Planning Policy Framework 2019 [as amended], policies D3, D4 and D6 of the London Plan, policies CP17, DC2, DC4, DC5 and DC61 of the Havering Core Strategy and Development Control Policies DPD 2008, and the Residential Design SPD. |
