1.The proposed development comprising detached garage within a front garden largely comprising hard surfacing areas primarily catering for car parking without appropriate landscaping would have a harmful impact upon the visual amenity of the area that would not be in keeping with the character of the street scene of Parkstone Avenue, contrary to Policy 26 of the Havering Local Plan (adopted 2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
2.The proposed new front boundary wall incorporating a solid gates would, by reason of its siting, height and design appear visually intrusive and not in keeping with the character of the street scene, contrary to Policy 26 of the Havering Local Plan (adopted 2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent/applicant on 10/06/2025. The applicant was inclined to make suggested revisions to the new front boundary treatment, although they declined the suggested revision to omit the proposed detached garage.
