1.The use of the premises as a place of worship, educational, funeral service and community use shall be for a limited period only expiring on 31st January 2026 on or before which date the use shall cease and the building/site returned to its former lawful use. Reason: To assess the impact upon highways conditions as well as the amenity of local residents. And to enable the Local Planning Authority to review the situation regarding the progress of proposals for the comprehensive redevelopment of the site in accordance to policy 2 of the Local Plan and the retained policy of the Romford site allocation SSA2 and Policy 1 of the Havering Local Plan 2016-2031. The site lies within the London Riverside Opportunity Area and Rainham and Beam Park Housing Zone, where policies seek housing led regeneration. A permanent use of the site as proposed would represent piecemeal development, prejudicing the ability to provide satisfactory and efficient residential development in a comprehensive manner across the street block to provide high quality residential and community development in the area.
2.Before the building hereby permitted is first occupied, the area set aside for car parking shall be marked identifying the parking bays and shall be retained permanently thereafter for the accommodation of vehicles visiting the site and no vehicle parking shall take place other than for those attending the premises during the authorised hours of operation. Reason:- To ensure that car parking accommodation is made permanently available to the standards adopted by the Local Planning Authority in the interest of highway safety.
3.The use of the premises hereby approced shall not take place other than between the hours of 7am and 10pm each day. Reason:- To minimise the impact of the development on the surrounding area in the interests of amenity, and that the development accords with Policies 7 and 16 of the Havering Local Plan.
4.No amplified sound or amplified live speech shall be used on the site including within the building. Reason: In order to protect the occupiers of nearby noise sensitive premises from unreasonable noise and in order that the development accords with Policies 7 and 16 of the Havering Local Plan.
5.The premises shall only be used for a place of worship, funeral services and religious instruction as set out in the Management Plan submitted with the application hereby approved and for no other purpose, including uses falling within Class F1 or E of the Town and Country Planning Use Classes Order 1987 as amended. Reason To restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over any future use not forming part of this application.
6.The premises shall at all times operate in complete accordance with: - the Draft Operational Management Plan submitted with the application. - the measures set out in Section 7.1 of the submitted Noise Impact Report - 27311.NIA.01.RevA Reason:- In the interest of the amenities of the local residents.
7.The measures set out in the Framework Travel Plan (January 2024) shall be implemented at commencement of the use hereby approved and thereafter maintained for the duration of the use, including undertaking monitoring as set out in the Framework Travel Plan. Reason:- To ensure that sustainable transport is promoted and to minimise impacts from parking demand arising from the use.
8.The number of people on the premises at any one time shall not exceed 70. Reason:- In the interest of the amenities of the local residents.
9.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
