| 1. | The proposed development would, by reason of the substandard level of unit proposed in terms of its inability to provide adequate and functional private amenity space to the unit, quality of daylight, level of outlook and privacy to the ground floor bedroom and amenity area; as well as failing to provide a safe, secure and convenient access to the unit from the street, have a significant adverse impact on the amenity of future occupants, which would unacceptably impact on their living condition. The proposal therefore fails to accord with Policies 7, 9, 10, 26 and 34 of the Havering Local Plan 2021 and Policy D6 of London Plan 2021. |
