1.The proposed development would result in housing that offers poor quality living conditions for future occupiers. The internal configuration includes a shared wall between a living room and bedroom of different flats, which would give rise to noise and disturbance to the bedroom, resulting in poor quality living conditions. Both of the proposed dwellings fail to provide external private amenity spaces in direct conflict with the requirements of London Plan 2021 Policy D6, the Residential Design SPD and Policy DC61 and DC4 of the Havering LDF Core Strategy and Development Control Policies DPD.
2.The proposal would, by reason of the lack of waste storage and cycle storage facilities, results in unsatisfactory living conditions to the detriment of the amenity of future occupants and contrary to Policies D6 and T5 of the London Plan 2021, and Policies DC 61, DC 40 and DC 35 of the LDF Core Strategy and Development Control Policies DPD.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing on 1/4/21.
4.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the submitted plans, the CIL payable would be £2375 and £475, respectively. Further details with regard to CIL are available from the Council's website.
