1.The proposed loft conversion, by reason of the combined scale, number and siting of the front, side and rear dormers, together with the increased roof height, would result in an overdevelopment of the roof form. In particular, the extent of dormer coverage to the rear roof slope and the introduction of side dormers would fail to remain subordinate to the host dwelling, leading to a dominant, cluttered and visually intrusive form of development that erodes the integrity and simplicity of the original roof. As such, the proposal would be out of character with the host property and harmful to the appearance of the dwelling and surrounding area, contrary to Policy 26 of the Havering Local Plan, Policy D4 of the London Plan and the guidance contained within the Havering Residential Extensions and Alterations SPD 2011.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
