| 1. | The development to which this permission relates must be commenced not later than three years from the date of this permission.
Reason:-
To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). |
| 2. | The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice).
Reason:-
For the avoidance of doubt and to ensure that the development is carried out as approved. |
| 3. | Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (as amended), no more than three occupants are permitted to reside at the property (being 221a London Road, Romford, RM7 9DX), and shall have no greater levels of occupancy whatsoever - including any greater numbers permitted within use Class C4 of the Order - unless otherwise agreed in writing by the Local Planning Authority.
Reason:-
The change of use is only acceptable due to the limited quantum of occupants proposed, and this condition would allow of the use to remain as a HMO use that is compatible with the surrounding area. Furthermore, this enables the Local Planning Authority to exercise control over any future use, and ensures that the development accords with policies DC4, DC5 and DC61 of the Havering Core Strategy and Development Control Policies DPD 2008. |
| 4. | Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework 2019. |
