| 1. | The proposed development would by reason of its depth, height, bulk and mass - appear as an unacceptably dominant and an intrusive unneighbourly development creating a sense of enclosure when viewed from the neighbour No 7, and wider street scene having an adverse impact on the amentities of the occupants at No 7 contrary to policy 7 and 26 to the Havering Local plan. |
| 2. | The proposed development would by reason of inappropriate design and location of balconies have an unacceptable impact on the neighbouring amenity and would be unacceptable when assessed against policy 7 of the Havering Local Plan. |
| 3. | The absence of information with regards to the existing trees shows the development does not take into account the existing landscaping which would have a detrimental impact on the existing trees and garden environment and the verdant character of Emerson Park contrary to policies 6, 26 and 27 of the Havering Local Plan and the Emerson Park Policy Area SPD. |
| 4. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £18,575 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of ££93,439 ased on calculation of £125.76per square metre. Each would be subject to indexation.
