1.The proposed development would, by reason of the inadequate provision of internal communal amenity space, result in a cramped development internally, which would be to the detriment of the amenity of future occupiers, and contrary to Policy 8 of the Havering Local Plan 2016 - 2031, Policy D6 of the London Plan 2021, and to the NPPF.
2.The proposal would, by reason of noise and disturbance from the activity associated with the use of the site as a large HMO, be unacceptably detrimental to the amenities of occupiers of adjacent properties and the enjoyment of their private amenity space, and would be contrary to Policy 7 of the Havering Local Plan 2016 - 2031, Policy D14 of the London Plan 2021, and to the NPPF.
