| 1. | The proposed development would, by reason of subdividing the plot and creating two separate residential curtilages, be materially harmful to the mature and spacious garden setting of the existing dwelling and appear unduly cramped, out of character with the surrounding area contrary to Policies 10 and 26 of the Havering Local Plan 2016-2031, the London Plan and the NPPF in particular Para 135 which amongst other considerations requires fundamentally that development function well and add to the overall quality of the area and establish or maintain a strong sense of place. |
| 2. | The proposed conversion/change of use of the annexe, due to its close relationship with the existing host building would be an intrusive and unneighbourly development that would have a significant adverse effect on the amenities of existing and proposed residents, through a loss of outlook, a sense of enclosure and loss of privacy through overlooking contrary to the high quality design aspirations of the National Planning Policy Framework (2024) and Policies 7 and 26 of the Havering Local Plan 2016-2031. |
