| 1. | The application documents lack clarity and contain numerous discrepancies, which has inhibited a full assessment of this application. In the absence of accurate supporting documentation the proposal has failed to demonstrate compliance with the Emerson Park Policy Area SPD and Policies DC61 and DC69 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | Notwithstanding the first reason for refusal, the cumulative impact of the bulk and mass of the replacement dwelling, combined with its parapet walls, excessive number of dormer windows and its position close to the northern and southern boundaries of the site, would appear dominant, visually intrusive and cramped in the streetscene harmful to the open and spacious character and appearance of the surrounding area contrary to the Emerson Park Policy Area SPD and Policies DC61 and DC69 of the LDF Core Strategy and Development Control Policies DPD. |
| 3. | Notwithstanding the first reason for refusal, the replacement dwelling would, by reason of its height, scale, bulk, mass, depth, siting and position close to the boundaries of the site, be an unneighbourly development and appear overbearing, dominant and visually intrusive in the rear garden environment harmful to the amenity of No. 10 Ardleigh Green Road, including loss of outlook contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD and the National Planning Policy Framework. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Spaces Architecture on the telephone on 18th January 2019. |
