| 1. | The proposed development would, by reason of its design, bulk, scale, height and mass would appear as an unacceptably dominant, cramped and visually incongruous feature within the Davies Close streetscene, to the detriment of its established character and appearance and would be harmful to the visual amenity of the area contrary to Local Plan policy 26, London Plan policy D3 and paragraph 130 of the NPPF. |
| 2. | The proposal, if granted planning permission on appeal, would incur a Mayoral CIL contribution of £3,750 at a rate of £25 per sqm (75m² x 2). The proposal is also liable for the Havering Community Infrastructure Levy (HCIL), which has a charging rate of £125 per square metre of net additional floor space in Zone A. The Havering Community Infrastructure Levy contribution would equate to £18,750. Each contribution would be subject to indexation.
