1.The cumulative impact of the size and capacity of the proposed outbuilding and its intended nature of use for events, would result in increased levels of activity and a significant intensification of the use of the rear garden, which in combination with the proposed hours of use and siting close to the boundaries of the site with neighbouring residential property would be materially harmful to the amenity of neighbouring properties and their rear gardens, including noise and disturbance contrary to Policies 7, 14, and 34 of the Havering Local Plan, Policy D14 of the London Plan and the National Planning Policy Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Kyson Design Ltd via email on 19th May 2026.
