1.The proposed variation, by reason of the increased size, scale and visual prominence of the front dormer windows, together with the use of rendered finishes in place of the approved hung tiles, would result in an unduly dominant and incongruous roof alteration. The combined effect of the enlarged dormer form and the introduction of an inappropriate and visually discordant material would fail to respect the design rationale of the approved scheme and would be harmful to the established character and appearance of the host building and the wider street scene. Furthermore, the proposal would set an undesirable precedent for similar roof alterations within the locality, which, if repeated, would lead to cumulative harm to the visual coherence and architectural integrity of the area. The development is therefore contrary to London Plan Policy D3 and Havering Local Plan Policies 7 and 26.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
