| 1. | The proposed development would, by reason of the provision of the private amenity area to the front of the proposed dwelling, fail to provide private amenity space of adequate quality and usability, suitable for day to day uses and not overlooked from the public realm. This is considered to result from over-development of the site to the detriment of future occupiers, the existing amenity space of the host dwelling and the character of the surrounding area, contrary to policies DC3 and DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | The proposal would require removal of an existing street tree to allow vehicle access to the proposed parking spaces for the existing dwelling and such removal would be contrary to Policy 3 of the London Borough of Havering Tree Strategy 2009-19, as well Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. In the absence of suitable access the proposed parking spaces would not be able to provided, contrary to policy DC33 of the LDF Core Strategy and Development Control Policies DPD. |
| 3. | In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan. |
