1.The extensive enclosure and seating area, by reason of its depth, width, overall size, bulk and mass, appears excessive and overbearing in scale, lacks subservience to the host building and forms a visually prominent feature in the street-scene, detrimental to the character and appearance of the subject building and the parade, whilst also setting a harmful precedent through the degree of permanence contrary to Policies 13 and 26 of the Havering Local Plan as well as the National Planning Policy Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to ET Planning via email on 29th April 2025.
