1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.Notwithstanding the plans hereby approved, the proposed development hereby approved shall be constructed in accordance with the materials detailed on the approved plans unless otherwise agreed in writing by the Local Planning Authority. Reason:- To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area and in the interests of the amenity of the occupiers of neighbouring dwellings (Local Plan Policies 7, 26 and 34).
4.Prior to the first use of the development hereby approved, the proposed screening around the washing area shall be installed and permanently retained thereafter. Reason:- To protect the amenity of occupiers of nearby premises in accordance with the aims of policy 34 of the Havering Local Plan (2021) and policy D14 of the London Plan policy (2021).
5.No plant or machinery shall be installed unless it meets, or mitigation is employed, to meet the following standard: The Rating Level (Lar, Tr) of the hereby permitted car wash facilities shall be at least 10dB below the prevailing background noise level (LA90, T). The measurement position, assessment and definitions shall be made according to BS4142:2014 + A1:2019 "Methods for rating and assessing industrial and commercial sound."â?¯ The facility shall be maintained thereafter to the satisfaction of the Local Planning Authority, and the use hereby permitted must cease during any period that this condition is not complied with.â?¯ Reason: - â?¯ To protect the amenity of noise sensitive premises from noise from mechanical plant.â?¯
6.The use of the car wash and jet wash facilities shall be restricted to the following hours: 8am to 9pm Mondays to Saturdays, 9am to 8pm on Sundays and bank holidays. Reason:- To protect the amenity of occupiers of nearby premises in accordance with the aims of policy 34 of the Havering Local Plan (2021) and policy D14 of the London Plan policy (2021).
7.The proposed lighting within the task area(s) shall be in accordance with the Lighting strategy Rev P01, prepared by DFL (Designs for Lighting Ltd), dated December 2023 and be permanently retained. Reason:- To ensure that the amenity of occupiers of surrounding premises is not adversely affected by lighting (Local Plan Policy 34).
8.All new hard surfaces hereby approved as part of the development (including any sub-base) shall be made of porous materials or provision shall be made to direct run-off water from the hard surface to a permeable or porous area or surface within the curtilage of the application site. Reason:- In order to ensure no water run-off from the hard surface which would contribute to risk of flooding (local Plan policy 32).

10.The applicant's attention is drawn in particular to condition number 3 above. Failure to comply with this condition may well result in enforcement proceedings being taken against you.
11.Under the terms of the Water Resources Act 1991, the prior written consent of the Environment Agency is currently required for any discharge of sewage or trade effluent onto or into ground and for surface runoff into groundwater. Such consent may be witheld. If there is an existing discharge consent the applicant should ensure that any increase in volume is permitted under the present conditions. 12.With regards to surface water drainage it is the responsibility of the developer to make proper provision for drainage to ground, water courses or a suitable sewer. In respect of surface water it is recommended that the applicant should ensure that storm flows are attenuated or regulated into the receiving public network through on or off site storage. When it is proposed to connect to a combined public sewer, the site drainage should be separate and combined at the final manhole nearest the boundary. Connections are not permitted for the removal of Ground Water. Where the developer proposes to discharge to a public sewer, prior approval from Thames Water Developer Services will be required. 13.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
