1.The proposed development by reason of the excessive scale, bulk and mass of the rear dormer windows, would appear incongruous and unacceptably dominant and visually intrusive feature, out of scale and character with the dwelling and materially harmful to the visual amenity of the surrounding area, contrary to Policy 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document 2011.
2.In the absence of section drawings, it has not been possible to determine the acceptability of the loft rooms in terms of the floor to ceiling height and the internal gross floor space of the units, therefore would be considered unacceptable and adversely impact on the living condition of prospective occupiers, contrary to policies 7 and 26 of the Local Plan 2021.
3.Applicant is advised that the approved scheme would need to be fully completed, water tight and ready for occupation, before a householder application for dormers can be considered to be an extension to an existing building.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments/additional information which would have significantly delayed the application.
