1.The proposed rear dormer window, by reason of its excessive bulk, scale, mass and usage of zinc material, would appear as incongruous and visually intrusive feature in the rear garden environment that would be out of scale and character with the host dwelling and therefore materially harm the visual amenity of the surrounding area, contrary to Policies 7 and 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed front roof lights, by reason of their size and position within the roof slope, would appear as prominant features that would be materially harmful to the visual amenity of the street scene, contrary to Policies 7 and 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
