1.The scale of the proposed first floor extension would not be subservient to that of the existing dwelling, and its overall design would appear awkward in relation to the main dwelling, harming the character and visual appearance of the host property and terraced row contrary to Policy 26 of the Havering Local Plan (adopted 2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
2.The proposed first floor side extension, by virtue of its two storey scale and proximity to the neighbouring property at No.6 Chippenham Close would appear overbearing, lead to overshadowing and overlooking of their private amenity space to the detriment of the enjoyment of the residents amenity, contrary to Policy 7 of the Havering Local Plan (adopted 2021) and the Residential Extensions and Alterations Supplementary Planning Document (2011).
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, the intent to refuse the application was discussed with the agent/applicant on 11/09/2025. The applicant/agent agreed to proceed with a refusal.
