1.The design in terms of scale, bulk, mass and footprint of the proposed dwelling would result in disproportionate additions over and above the size of the original dwelling, and the development is therefore inappropriate development through non compliance with the exceptions at Paragraph 154 (c). No very special circumstances to justify such harm have been submitted with the application. In addition having regard to Paragraph 155 of the Framework the applicant has not demonstrated that there is an unmet need for the type of development proposed and thus is in non compliance with para 155 (b) of the Framework. The proposal is therefore considered to be inappropriate development contrary to the provisions of section 13 of the National Planning Policy Framework and Policy G2 of the London Plan.
2.The proposal by reason of its bulk, mass, height and site coverage fails to be subservient to the scale of the existing dwelling and it would appear as a dominant and visually intrusive feature in the immediate street scene, out of character with the prevailing pattern of development to the detriment of the visual amenity of the locality, contrary to Policies 7 and 26 of the Havering Local Plan and the Council's Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
4.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £5700 based on the calculation of 25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be £28500 based on calculation of £125 per square metre.
