1.The proposed extensions, by reason of their cumulative scale, massing and siting, would result in an overdeveloped and overly bulky form of development that fails to remain subordinate to the host dwelling and would erode the spacious suburban character of the area. In particular, the proposed roof alterations, including the introduction of large flat-roofed side dormers, would create an incongruous and visually dominant roof form that would appear top-heavy and harmful to the character and appearance of the street scene. Furthermore, the proposed 1.8m high front boundary wall and gates would appear visually intrusive and out of keeping with the generally open character of frontages along Ardleigh Green Road. The development is therefore contrary to Policies 7 and 26 of the Havering Local Plan and Policy D4 of the London Plan.
2.The proposed first floor balconies and additional upper-level fenestration, by reason of their siting and design, would result in unacceptable overlooking and loss of privacy to neighbouring occupiers. Furthermore, the cumulative scale of development along boundaries would result in an undue sense of enclosure harmful to neighbouring amenity. The proposal is therefore contrary to Policy 7 of the Havering Local Plan and Policy D3 of the London Plan.
3.The proposed front boundary wall and gates, by reason of their height and siting, would result in inadequate visibility for vehicles entering and exiting the site, leading to an unsafe access arrangement. Insufficient information has also been provided to demonstrate that the access and crossover would comply with required standards. The proposal is therefore contrary to Policy 23 of the Havering Local Plan, Policy T6 of the London Plan, and the National Planning Policy Framework.
4.The proposal, if granted planning permission on appeal, would be liable for the Havering Community infrastructure Levy (HCIL) and Mayoral Community Infrastructure Levy (MCIL). Based upon the information supplied with the application, the Levy payable are (subject to indexation). Further details with regard to CIL are available from the councils website.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
