1.The retrospective development in terms of its poor design, siting and scale will result in significant harm to the character and appearance of the site, adjoining property, and the streetscene to the detriment of the visual clutter of the existing front forecourt and locality. As such, the proposal is contrary to Policies 7 & 26 of the Havering Local Plan and the Council's Residential Extensions and Alterations SPD (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy and as no amendments were identified that could overcome the adverse impacts of the development the application has proceeded to be determined as submitted.
3.This application is subject to a Planning Enforcement investigation, and given the refusal of this application that formal enforcement action will be taken
