1.The boundary fence and gate, by reason if their height, position at the back edge of the footway and being adjacent to existing neighbouring garages, would result in inadequate visibility splays for vehicles exiting both the application site as well as adjacent garages, which would have a significant adverse impact on the safety of pedestrians and other road users in the vicinity of the site contrary to Policy 24 and 26 of the Havering Local Plan Adopted November 2021, Section 10 of the Residential Extensions and Alterations Supplementary Planning Document Adopted 2011 and Section 153 of the Highways Act 1980.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
