1.By virtue of its scale and proximity to the side boundary, and prominent siting, the proposed development would fail to integrate appropriately within the existing site and would not respect the established character of the surrounding area. As such, the proposal is considered unacceptable when assessed against Policy 26 of the Havering Local Plan (2021), Policy D4 of the London Plan (2021), and the National Planning Policy Framework (NPPF).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Civils Consulting Ltd (Agent) by e-mail on 20/05/26.
