| 1. | The proposed dwellings would, due to a combination of their scale, mass, bulk and design, appear as unacceptably dominant and visually intrusive features, out of character with the prevailing pattern and arrangement of development in the locality in both the street-scene and rear garden environment, thus harmful to the character of the surrounding area and the residential amenities of neighbouring occupiers, contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | The arrangement and spacing of the first floor accommodation would appear to be contrived and designed solely to meet the minimum requirements set out by Policy 3.5 and would resultantly exhibit characteristics of a cramped form of accommodation, representative of an overdevelopment of the site, detrimental to the amenity of future occupiers contrary to Policy 3.5 of the London Plan and contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 3. | In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan. |
