1.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Cycle and refuse storage as shown and as implemented shall be maintained in perpetutity for the lifetime of the development in the locations shown. Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
2.The large HMO hereby permitted shall not be occupied by more than 8 persons at any time. Reason:- In order to ensure that the use of the building and level of occupancy does not give rise to an unacceptable level of impact on adjoining residential occupiers or have an adverse impact on the character and appearance of the area in accordance with Policy 8 of the Havering Local Plan 2016.2031.
3.The communal kitchen/living/dining area shown on submitted plans shall be retained in perpetuity for the lifetime of the development for the benefit of occupiers of the HMO. Reason:- In the interest of amenity of occupiers of the HMO.
4.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.
5.The applicant should note that this planning permission relates to the use of the building as a (sui generis) house of multiple occupation (HMO), providing communal living accommodation for seven persons. Any self containment of the rooms to create separate residential units or studio flats would require planning permission in its own right.
