1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans, particulars and specifications. Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Development Control Policies Development Plan Document Policy DC61.
3.The premises shall be used only as an Auction Room in association with any A1 Use Reason: To enable control over development and to ensure that existing and future residential amenity is not unduly affected in accordance with Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
4.The premises shall not be used for the purposes hereby permitted as an A1 retail use other than between 09:00 and 17:00 on Mondays to Saturdays for the A1 (shop) Use and not at all on Sundays or Bank/public holidays without the prior consent in writing of the Local Planning Authority. Reason: To enable the Local Planning Authority to retain control in the interests of amenity
5.The premises shall not be used for the purposes hereby permitted as an auction room other than as set out by Condition 7 and between 11:00 and 16:00 on the once a week auction day on a weekday and not at all on Saturdays, Sundays or Bank/public holidays without the prior consent in writing of the Local Planning Authority. Reason: To enable the Local Planning Authority to retain control in the interests of amenity
6.The premises shall not be used for the purposes hereby permitted as an auction room other than a set out by condition 6 between 18:00 and 22:00 on a weekday for a once a month evening auction and not at all on Saturdays, Sundays or Bank/public holidays without the prior consent in writing of the Local Planning Authority. Reason: To protect residential amenity.
7.Before the uses commences a waste management scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme, which shall thereafter be permanently maintained, shall include details of the method and location of refuse storage, together with arrangements for refuse disposal. All refuse shall be properly contained within the approved facility and shall not be stored or deposited elsewhere unless previously agreed in writing by the Local Planning Authority. Reason:- To protect the amenity of occupiers of nearby premises, and in order that the development accords with the Development Control Policies Development Plan Document Policy DC61.
8.INFORMATIVE: Reason for approval: The proposal accords with Policies DC16, DC33, DC36 and DC61 of the LDF Core Strategy and Development Control Policies Development Plan Document, Policy ROM11 of the Romford Area Action Plan DPD, Policies 4.7, 4.8 & 4.9 of the London Plan (draft) and PPS6: Town Centres. Note: Following a change in government legislation a fee is now required when submitting details pursuant to the discharge of conditions, in order to comply with the Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations, which came into force from 06.04.2008. A fee of £85.00 per submission pursuant to discharge of condition.
