1.The proposed development represents inappropriate development in the Green Belt and would by reason of its poor design, size and width, appear intrusive and visually dominant and significantly harm the openness and undermine the purposes for which the land was designated. Very special circumstances that clearly outweigh the harm, by reason of inappropriateness and other harm, do not clearly outweigh the inappropriateness and harm caused to the Metropolitan Green Belt. The proposal is contrary to Policy DC45 of the London Borough of Havering's Core Strategy and Development Control Policies Development Plan Document 2008, Policy 7.16 of the London Plan 2016 and Government guidance contained within the National Planning Policy Framework 2019.
2.The proposed development would, by reason of its poor design, size and width, appear as an unacceptably dominant and visually intrusive feature in the streetscene harmful to the appearance of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Waldon Telecom Ltd via email on 3rd May 2019.
