| 1. | The proposed development would, by reason of its roof design would appear incongruous and visually harmful to the character of the street scene and rear garden scene as well as contributing to the unbalancing of the symmetry of the semi-detached pair, contrary to the Residential Extensions and Alterations SPD 2011 and Policies 7 and 26 of the Havering Local Plan. |
| 2. | The proposed two storey side and rear extension would, by reason of its excessive height and position close to the boundaries of the site, be an intrusive and unneighbourly development as well as having an adverse effect on the amenities of adjacent occupiers and result in significant and adverse amenity impacts to the neighbour at No. 7 Woodlands Road including loss of access to natural light, a sense of overbearing development and a sense of enclosure, contrary to the Residential Extensions and Alterations SPD 2011 and Policy 7 of the Havering Local Plan. |
| 3. | Re-submission Preparation Informative
1) It should be noted that no pre-application advice was sought prior to the submission of the application and the changes required to try and bring the proposal within the realms of acceptability were not deemed to be minor. The applicant is advised to seek pre-application advice prior to any further submission
2) The installation of flank windows on or close to the boundary are discouraged, as these windows claim light from exclusively outside of the site over land which a resident has no control. In such circumstances, the Local Planning Authority cannot undertake to safeguard the entry of light to the first floor flank windows should the neighbouring property decide to construct a two storey side extension in the future.
3) The applicant is advised that this planning permission does not give consent for any part of the development including guttering and fascias to encroach onto any land not within the applicant's ownership. As such, the roof of the front extension may need to be re-designed as the gutter may overhang onto the neighbouring land. |
