1.A new drainage strategy to be prepared and submitted within a month following the final completion of the Development Consent Order (DCO) works to be approved in writing by the Local Planning Authority, the approved detailes shall then be implemented within a year from the date of approval. Reason In order to reduce flooding and in the interest of sustainability.
2.Within a month following the completion of the DCO works, a Landscaping Plan, to include wider woodland buffer planting and tree buffer planting on the north and west boundaries of Grove Farm shall be submitted for the approval of the local planning authority in writing. The approved scheme shall be implemented within 12 months of the Landscaping Plan being approved or when the land is returned to the applicant by Highways England, whichever is later. Any trees or plants which within a period of 5 years die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species to those originally planted. Reason In the interest of visual amenity and nature conservation.
3.Within a month following the final completion of the DCO works, an access Management Plan showing means of access to and from the Plots at Grove Farm shall be submit to and approved in writing by the local planning authority. The approved detailed shall then be implemented within a year from the date of approval and retain as such thereafter unless agreed in writing by the local planning authority. 4.Within a month following the final completion of the DCO works, a scheme for the painting of built structures to be submitted and approved in writing by the local planning authority. The approved details shall then be implemented within 6 months from the date of approval." Reason In the interest of visual amenity.
5.Within a month following the final completion of the DCO works a scheme for the provision of ecological impact mitigation measures shall be submitted to and approved in writing by the local planning authority. The approved detailed shall then be implemented within a year from the date of approval and retain as such thereafter unless agreed in writing by the local planning authority. 6.No materials shall be stacked, stored or deposited on the land above a height of 5 metres measured from ground level. No container or portable building shall be stacked on the land more than two containers or portable buildings high. Reason In the interest of visual amenity.
7.The footway and carriageway on the A12 Colchester Road must not be blocked during the implementation of the drainage strategy. Temporary obstructions during the development must be kept to a minimum and should not encroach on the clear space needed to provide safe passage for pedestrians or obstruct the flow of traffic on the A12 Colchester Road. Reason In the interest of highways safety.
8.All vehicles associated with the development must only park/ stop at permitted locations and within the time periods permitted by existing on-street restrictions. Reason In the interest of highways safety..
9.No skips or construction materials shall be kept on the footway or carriageway on the TLRN at any time. Reason In the interest of highways safety.
10.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agent of the applicant.
