1. | The proposed extension is considered to have a serious detrimental impact on the openness and character of the Green Belt and resulting in a disproportionate development in relation to the original property. The proposed extension when viewed in conjunction with the previous extensions to this property results in a approximately 134% increase in volume over and above that of the original property and is contrary to the aims and objectives of Policy GRB14 of the Havering Unitary Development Plan. |
2. | The site is within the area identified in the Havering Unitary Development Plan as Metropolitan Green Belt. The Unitary Development Plan and Government Guidance as set out in Planning Policy Guidance Note 2 (Green Belt) is that in order to achieve the purposes of the Metropolitan Green Belt it is essential to retain and protect the existing rural character of the area so allocated and that the new building will only be permitted outside the existing built up areas in the most exceptional circumstances. No special circumstances have been submitted in this case and the proposal is therefore contrary to Policy GRB2 of the Havering Unitary Development Plan. |
