1.The proposed development, by reason of its excessive width, scale, bulk, mass and top heavy appearance would appear as an unacceptably dominant and visually intrusive feature in the street scene and rear garden environment harmful to the appearance of the surrounding area contrary to Policy 26 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Baradiya (Agent) by phone on 11-05-23.
3.NOTE: Should planning permission be granted on appeal or by subsequent application, the applicant should be aware that the lawful use of the flat is a C3 Dwelling and the premises should remain as a self contained flat. London Borough of Havering have an Article 4 Direction in place that means that use of the premises as an C4 HMO would require planning permission.
