| 1. | The proposed development would, due to its design and layout, in particular the close proximity to existing buildings on the site, result in harm to outlook and unacceptable overlooking, resulting in an increased sense of enclosure and loss of privacy to the detriment of the amenity to the occupiers of neighbouring properties (including those future occupiers of flats where prior approval has been given), in direct contrast to the aims of London Plan Policy 3.5 and Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | In the absence of a legal agreement to prevent future occupants from obtaining parking permits, the proposal will result in an overspill of carparking to the detriment of the surrounding area, contrary to the provisions of Policy DC33 of the Development Control Policies DPD. |
| 3. | The proposed development would result in poor living conditions for future occupiers of the proposal. The constraints of the site in conjunction with the design approach adopted would be to the detriment of the amenity of future occupiers. The units fail to meet the nationally described space standard and fail to provide adequate internal areas, daylight, outlook, privacy and built-in storage. The design will result in substandard living conditions for future occupants, in direct contrast to the aims of London Plan Policy 3.5 and Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 4. | The proposal, if granted planning permission on appeal, would be liable for Havering and Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £9375 (Havering CIL) + £1875 (London Mayor CIL). Further details with regard to CIL are available from the Council's website. |
| 5. | There are some discrepancies between the Design and Access Statement and plans. For example, the proposed roof light is only shown on one section drawing and not on the 3D images including the roof plan or on elevation drawings. No refuse storage or secure bicycle storage is shown on the proposed plans, but is mentioned in the Design and Access Statement. |
