1.The proposed full-width flat-roof side dormers, by virtue of their inappropriate scale, height, and bulk, would fail to appear subordinate to the host property. The resulting development would form an incongruous and dominant feature that degrades the architectural integrity of the dwelling and severely compromises the visual amenity of the surrounding streetscene. Consequently, the application conflicts with Policies 7 and 26 of the Havering Local Plan and the design principles set out within the Residential Extensions and Alterations SPD (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy and as no amendments were identified that could overcome the adverse impacts of the development the application has proceeded to be determined as submitted.
